EY has appointed Daniyar Adigamov as a partner of the EY-Parthenon practice in Uzbekistan. In this new role, he will be responsible for developing services related to business and asset valuation, financial modeling and economic analysis, transaction support, as well as mergers and acquisitions (M&A) and restructuring in Central Asia and the Caucasus.
Daniyar Adigamov possesses over 25 years of experience in mergers and acquisitions, debt restructuring, business valuation, forensic auditing, and audit. Throughout his professional career, he has implemented more than 400 projects across various economic sectors.
His professional expertise covers supporting clients in the financial sector, telecommunications industry, energy, mining, and infrastructure projects. He has led projects related to M&A operations, restructuring of financial institutions, corporate strategy development, capital raising, and business transformation.
Adigamov has also participated in the creation and development of financial consulting practices in the CIS countries. He has led cross-functional teams and interacted with company boards of directors, shareholders, and top managers on strategic development issues. His experience includes projects on business valuation, preparing companies for entry into international capital markets, and supporting organizations during periods of growth, transformation, and restructuring.
Timur Pulatov, a Partner at EY and Head of EY-Parthenon for Central Asia and the Caucasus, noted that Central Asia remains one of the most promising regions for investment and business development. According to him, Daniyar Adigamov's experience in corporate finance, transaction support, and strategic consulting will help the company expand its ability to support clients and contribute to the further development of the EY-Parthenon practice in the region.
Uklon has appointed Eduard Kovtun as the General Manager in Uzbekistan. This decision is part of the company's efforts to further develop its business in one of the key international markets and strengthen its local management team.
Kovtun joined Uklon in December 2025. In his new role, he will be responsible for the strategic development of the company's business in Uzbekistan, expanding services, building the local team, improving operational efficiency, as well as enhancing the experience for both clients and drivers.
Uklon CEO Sergey Grishkov emphasized that Uzbekistan remains a strategically important international market for the company, where investments continue to be made in business and local team development. Key criteria for selecting the country's new leader included experience in operational management, business development, knowledge of international markets, and the ability to build strong teams and develop enterprises in a dynamic environment.
Commenting on his appointment, Kovtun noted that he views this position as a significant responsibility and an opportunity for the joint development of the company with its team. He added that the Uzbek market is characterized by high dynamism and requires a deep understanding of local conditions, quality product, and high-class service. Furthermore, he stated Uklon's intention to continue investing in its platform, local personnel, and user experience.
Eduard Kovtun has over ten years of experience in corporate development, operations, and business management. Before joining Uklon, he served as Managing Director at the international engineering consulting company Egis, where he oversaw business and operations development in Ukraine, the Caucasus, and Central Asia. Earlier in his career, he headed the development department and project management office, participating in forming partnerships and commercial activities in Ukrainian industry organizations.
Uklon is a product-oriented IT company and the developer of the ride-hailing platform under the same name. Since April 2025, 97% of the company's corporate rights are owned by Kyivstar, Ukraine's largest electronic communications operator and part of the international group VEON. According to the company, the group serves over 160 million customers and develops services in telecommunications, ride-sharing, streaming, healthcare, and financial technologies. VEON shares are listed on the NASDAQ exchange.
The President of Uzbekistan, Shevkat Mirziyoyev, issued a decree appointing Sardor Umurzakov as the director of the Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan.
In connection with this new appointment, Umurzakov left his position as Advisor to the President on Strategic Development, which he held since July 2025. A separate decree provides for the abolition of this advisory position.
Abdulla Abdukodirov, who held the position of executive director of the agency, was relieved of his post due to a transfer to another job.
Sardor Umurzakov was born in 1977 and received education at Tashkent State University of Economics, as well as at Reading University in the UK. He worked as the Minister of Investment and Foreign Trade from 2019, while concurrently serving as Deputy Prime Minister from 2020 to 2022. From 2022 to 2023, Umurzakov headed the Presidential Administration of Uzbekistan.
The Agency for Strategic Development and Reforms was established last November through the transformation of the Agency for Strategic Reforms. This reform involved implementing a strategic planning system based on the 'goal-action-result' principle, as well as expanding the powers of the Coordination Council.
Sardor Uktamovich Umurzakov has been appointed as the director of the Agency for Strategic Development and Reforms under the President of Uzbekistan. Presidential press secretary Sherzod Asadov informed about this appointment, specifying that due to his new position, Umurzakov is being relieved of his former post as advisor to the head of state on strategic development.
The position of presidential advisor on strategic development was abolished by a separate decree. Previously, Umurzakov held this position starting in July 2025. Additionally, Abdulla Mamasatovich Abdukodirov, who was acting director of the agency, was relieved of his duties because he moved to another job.
Umurzakov was born in 1977. His education includes Tashkent State Economic University and Reading University in the UK. He began working as the Minister of Investment and Foreign Trade in 2019, and from 2020 to 2022, he combined this role with performing the functions of Deputy Prime Minister. From 2022 to 2023, he headed the Presidential Administration.

Starting November 1st, the country planned to implement a strategic planning system based on the principle of 'goal—action—result.' Furthermore, the coordination council received expanded powers.
