The Minister of Trade, Industry and Competition, Parks Tau, delivered the keynote address at the defense industry forum, calling for the implementation of a coordinated 'South Africa Inc' model to revitalize the country's defense sector. He insists that this industry should be viewed not as a narrowly specialized production, but as a strategic element of South Africa's industrialization program.
Tau noted that South Africa's defense industry remains one of the country's most advanced manufacturing sectors, despite decades of reduced investment, job cuts, and decreased government procurement. The sector possesses complex technological capabilities in air, maritime, land, cyber, and space domains, placing South Africa among developing nations with advanced experience in defense manufacturing.
He emphasized that the defense industry is not an isolated field, but rather one of the most advanced forms of implementing the industrialization program. In Tau's view, it is at the forefront of precision engineering, systems engineering, and technological sovereignty, meaning the government must view it holistically, encompassing all departments.
Between 2018 and 2023, South Africa ranked 21st globally in the export of major conventional arms, operating with one of the smallest defense budgets among countries with established defense industries. The industry comprises over 600 companies, including Denel, more than 250 private defense-oriented firms, and about 350 component suppliers, with exports accounting for over 80% of revenue and reaching more than 115 countries.
Nevertheless, Tau acknowledged a significant decline in the industry over the last three decades. According to his data, government procurement for local defense needs fell from R26.2 billion in the 1989/90 financial year to R850 million in 2017 (in constant prices). Funding for research and development decreased from R6.1 billion to approximately R500 million over the same period. Employment in the value chain also sharply declined: from about 130,000 workers in 3,000 companies in 1990 to approximately 13,000 workers in 600 companies today.
One of the main threats to the future of the sector cited was the erosion of engineering and technical skills, particularly following instability within the state defense producer Denel. However, Tau believes that the changing global geopolitical landscape offers South Africa a chance to rebuild its defense base. Rising global defense spending, supply chain disruptions, and tightening export controls have prompted many states to strengthen their domestic production capacities.
Furthermore, the projected African arms acquisition market of $136 billion represents a substantial opportunity for South African manufacturers. Tau stated that South Africa should not remain on the sidelines of this cycle, as it has the foundation for competition, lacking only coordination. He added that the Cabinet's approval of the 30-year South African National Defence Force modernization strategy must be accompanied by equally long-term industrial planning.
Tau mentioned existing government support programs, such as the Aerospace Industry Support Initiative, the National Industrial Participation Programme, export promotion initiatives, and plans to create a Special Economic Zone cluster in aerospace and defense in the Western Cape. He also reported that the Industrial Development Corporation (IDC) is investing in localization, additive manufacturing, robotics, drone technologies, as well as maintenance and repair capabilities and defense technologies with commercial applications.
Despite this, Tau argued that fragmented decision-making across government departments continues to restrict industry growth. Examples of such obstacles he cited included delays in issuing export permits, aviation regulations affecting the drone industry, limited bilateral aviation recognition agreements, and insufficient investment in specialized infrastructure, all requiring coordinated government action. This is why the call at the forum for implementing the 'South Africa Inc' model is the correct approach.
He proposed strengthening cooperation between the Department of Trade, Industry and Competition, the Department of Defence, the National Treasury, the Department of Science and Innovation, the Department of International Relations and Cooperation, the South African Police Service, the State Security Agency, and several other state structures, including Armscor, CSIR, IDC, and the Export Credit Insurance Corporation. Tau also noted that the defense and aerospace industries align closely with the recently adopted State Industrial Development Strategy, which focuses on decarbonization, digitalization, and diversification. He concluded that this sector serves as a proving ground for advanced manufacturing and digital system integration, offering diversification towards higher-value and high-tech export destinations amid pressure on the traditional industrial base, and is capable of helping build South Africa's industrial future.
