Portugal held 2% of Angola's debt at the end of June, according to the balance sheet

Teixeira justified the prominence given to Portugal in the presentation by stating that 'as we build and pay the contractors, the debt goes up.' The credit line granted by Portugal to Angola reaches a global value of 3.25 billion euros, a figure that was increased by 750 million euros in July 2025, as communicated by Prime Minister Luís Montenegro at the time.

Angola's main creditors

According to the UGD official, the three main creditors of Angola remain the same. The domestic market registered an increase in its relevance, reaching about 29% (compared to 28% in 2025). Next is the international bond market, where the United Kingdom rose from 22% to 25% due to investment in Eurobonds, and China, whose share decreased from 19% to 17%.

Dorivaldo Teixeira also noted that the trend of debt towards China continues to be downward, mentioning that the collateralized portion, guaranteed by oil, is estimated at about 6.8 billion dollars (equivalent to 5.8 billion euros).

Other actors and future projections

The United States represented 12% of the total debt volume (or 13% in 2025), with this debt mainly coming from multilateral institutions, specifically the World Bank and the IMF.

Regarding a possible return to international markets in the second half, Dorivaldo Teixeira classified the situation as 'an unknown,' depending on two crucial factors: the existence of an opportunity window with favorable interest rates and the limit established in the annual debt plan. Additionally, the increase in revenue generated by oil, driven by the rise in crude oil prices, may assist the state during the second half.

At the end of June, Angolan government debt totaled 72.04 billion dollars (61.4 billion euros), representing a growth of 9.12% compared to December 2025.
