First, mix the flour, salt, and oil in a large bowl until it resembles crumbs. Then, gradually add the water and knead until a smooth, firm dough is formed. Cover the dough and let it rest for half an hour.
Next, divide the dough into 16 equal portions, about 50g each, and roll them into circles. Lightly brush each circle with oil, ensuring the oil covers the edges, and then dust with flour. Stack four circles on top of each other, placing the fourth circle oil-side down.
If this is your first time making homemade sheets, it is recommended to start by stacking only two circles to master the technique. Gently stretch the folded dough with your fingers, and then roll it out into a rectangle measuring approximately 23 cm by 25 cm. Roll carefully to ensure the layers remain separate.
Bake on a large griddle or frying pan over low heat. As soon as bubbles appear, flip and cook briefly until the raw spots disappear. Avoid overbaking or browning spots. Separate the finished layers while they are still warm and store them wrapped in a damp kitchen towel.

For the filling, you will need 2 kg of minced beef, 1 large tablespoon of ghee, 1 tablespoon of coconut oil, salt to taste, a pinch of cinnamon, 3–4 teaspoons of ground green chili, black pepper to taste, 1 teaspoon of meat tenderizer (optional), 2 teaspoons of garlic masala paste, 2 teaspoons of ground ginger, a good splash of vinegar, ½ teaspoon of turmeric, 2–3 onions, grated and thoroughly squeezed, 2 teaspoons of dana jeera, a pinch of garam masala, and a large bunch of fresh chopped coriander. Chopped spring onions can also be added.
Filling Preparation Method
Heat the ghee and coconut oil over medium heat. Add the minced beef along with the spices, garlic masala paste, ginger, vinegar, and seasonings. During cooking, break up the mince to prevent large clumps from forming.
After the mince is cooked, stir in the thoroughly squeezed grated onions. Cover the pot with a clean towel before putting on the lid. The heat from the towel softens the onion, and the fabric absorbs excess moisture.
The filling must be completely cooled before mixing it with the chopped coriander and spring onions.
How to Fold and Fill the Samoosa
For many beginners, the folding stage is the most challenging part of making homemade samoosas. Start by forming a cone from the prepared sheet. Place enough mince inside so that it holds its shape, but do not overfill it. Seal the last edge carefully, using a simple paste of flour and water if necessary.
Reasons for Samoosas Bursting During Frying
The most common reasons include overfilling, using warm filling, or improper sealing of the edges. When sealing each samoosa, take time to press the edges tightly to prevent them from opening in the oil.
How to Keep Homemade Samoosas Crispy
Ensure the filling is completely cooled before assembling. Fry in moderately hot oil so the dough cooks quickly without absorbing too much oil. If preparing them in advance, freeze the raw samoosas in a single layer before transferring them to a freezer bag. When ready to serve, fry them directly from the freezer.
