New rules concerning the employment of former civil servants have been adopted. These changes were introduced to ensure compliance with the 'Conflict of Interest' Law.
According to the new procedure, if a former civil servant wishes to be hired by an organization they previously controlled within two years of leaving their post, they must first obtain a conclusion from the internal anti-corruption supervisory unit.
In such a situation, the HR department of the organization wishing to hire the former civil servant must contact the internal supervisory unit within one business day. This unit can issue three types of conclusions.
If a conclusion is not obtained or it is negative, the candidate is prohibited from employment. If a limited positive conclusion is issued, the employee is not entitled to participate in decision-making regarding the organization they previously controlled for three months. Furthermore, positions that could lead to a conflict of interest are redistributed, and the employee's activities are monitored by the internal supervisory unit.
If the former civil servant disagrees with the received conclusion, they have the right to file a complaint with a higher authority or with the Anti-Corruption Agency.
