A delegation from IT Park Uzbekistan and Enterprise Uzbekistan traveled to Hong Kong to study the experience of creating one of the world's leading international financial centers and the mechanisms supporting the development of its technological ecosystem.
During meetings with representatives from the Hong Kong Monetary Authority (HKMA) and the Financial Services and Treasury Bureau (FSTB), the delegation focused on the role of legal, regulatory, and financial infrastructure in supporting innovation, fintech companies, and technology enterprises.
The Uzbek delegation learned how Hong Kong's common law system, financial regulators, banking sector, private investors, and technology development institutions interact to coordinate public policy and remove barriers for businesses.
At the HKMA, delegations were presented with key directions for developing Hong Kong as an international financial center. These include strengthening the city's role as a link between mainland China and global financial markets, promoting sustainable finance, and accelerating the adoption of financial technologies.
Topics discussed also included the Real-Time Gross Settlement System for instant interbank transfers, cross-border payments, central bank digital currency, digital supervision technologies, and the tokenization of financial instruments.
It was noted that the HKMA focuses on creating a robust regulatory framework and financial infrastructure, while the financing of technology companies is provided by private investors, banks, venture capital funds, and innovation hubs, including Cyberport and Hong Kong's science and technology parks.
In discussions with representatives of the FSTB, the model of public policy coordination based on a unified strategic approach when distributing responsibilities among specialized institutions was discussed. Participants noted that this approach allows organizations to maintain independence while working towards common economic goals.
Discussions also covered examples of government participation in developing financial infrastructure, including digital asset licensing, regulatory sandboxes, instant payment systems, and support for research and development.
Following the visit, IT Park Uzbekistan and Enterprise Uzbekistan stated that Hong Kong's experience will be valuable for the further development of Enterprise Uzbekistan's international technology jurisdiction and strengthening cooperation with IT Park Uzbekistan.
According to the participants, Enterprise Uzbekistan can focus on improving the legal and regulatory environment, developing corporate legislation, intellectual property protection mechanisms, registration of digital companies, and dispute resolution. In turn, IT Park Uzbekistan can focus on attracting technology companies, supporting startups, talent development, export promotion, and investor relations.
During the visit, the Uzbek delegation invited representatives from HKMA, FSTB, and InvestHK to participate in ICT Week Uzbekistan 2026, scheduled for September. The parties agreed to continue cooperation in the fields of fintech, digital financial infrastructure, digital assets, regulatory sandboxes, venture financing, and international expansion of technology companies. InvestHK also expressed interest in considering Uzbekistan as a potential destination under its Go Global initiative, which supports the international expansion of Hong Kong and Chinese companies.
Representatives of IT Park Uzbekistan and the Economic and Trade Office of Hong Kong in Dubai held discussions on prospects for developing joint work in the fields of technology, innovation, and international business.
The main focus of the negotiations was on attracting foreign IT companies, developing investment interaction, and strengthening business ties between Uzbekistan and Hong Kong.
The negotiations took place between the IT Park Uzbekistan delegation, led by Director of Export Development Zhakhongir Kagirov, and representatives of the Economic and Trade Office of Hong Kong in Dubai, under the leadership of General Director Simon Chan.
The IT Park Uzbekistan delegation demonstrated the capabilities of the national technological ecosystem, detailing the residency program, existing state support measures, tax incentives, and services for foreign companies entering the Uzbek market. Services in recruitment, business analytics, digital solutions, and comprehensive support for companies at all stages of business localization were also presented.
For their part, representatives of the Economic and Trade Office of Hong Kong spoke about the advantages of Hong Kong as one of the world's centers for trade, finance, and logistics. They noted that the region provides favorable conditions for companies implementing strategies to enter international markets.
The parties paid special attention to opportunities for international technology firms to open development offices in Uzbekistan. The Hong Kong representatives confirmed their business interest in developing such cooperation and agreed to continue working together on new projects and initiatives.
At the end of the meeting, IT Park Uzbekistan invited representatives of the Economic and Trade Office of Hong Kong to participate in the ICT Week Uzbekistan 2026 forum, which will take place in September. Both sides reaffirmed their intention to maintain a dialogue aimed at attracting international technology companies, increasing the export potential of IT Park Uzbekistan residents, and strengthening the partnership between the innovative ecosystems of Uzbekistan and Hong Kong.
