At the WAIC 2026 event, Huawei Cloud CEO Zhou Yu Feng introduced the AgentArts platform and the openJiuwen framework. These developments aim to implement enterprise-level agents, ensuring stability, security, and the ability to coordinate multiple agents.
Zhou Yu Feng outlined the company's strategy in enterprise AI at WAIC 2026. He emphasized that transitioning from demonstration agent models to full production systems requires three interconnected achievements: the adoption of open protocols, the utilization of reusable industry resources, and the application of a platform approach that raises both the upper and lower thresholds of agent capabilities. The central element is AgentArts—a full lifecycle platform that includes AgentStudio for flexible development, AgentRun for reliable operation, and AgentOps for continuous functioning, with openJiuwen serving as the open-source core framework.
The primary problem Huawei Cloud addresses is the gap in stability between demonstration and production agent environments. Zhou noted that agents are gradually transforming the traditional SaaS ecosystem. However, enterprises require agents capable of 24/7 operation, self-optimization, defense against AI-inherent threats, and providing constant observability of task execution chains. AgentArts solves this by introducing multi-level controllers, self-evolution capabilities, Agent Identity, session-level isolation, dynamic tokens, and detailed permission control to minimize agent errors during complex operations.
OpenJiuwen, an open-source framework for enterprise agents, shares over 90% of its code with AgentArts. It introduces two engineering paradigms: Coordination Engineering for the collaboration of multiple agents and Symbiosis Engineering for long-term human-agent cooperation. The framework treats large language models, memory stores, and agent protocols as new computational, storage, and network resources, respectively, which are managed through a unified corporate agent operating system (AgentOS). CLI and MCP serve as standard interfaces for calling external tools and services.
Several financial institutions have already begun using these technologies. China Postal Savings Bank developed an agent execution mechanism using the Huawei Cloud and openJiuwen stack, achieving automated 24/7 operation with minute-level data collection, analysis, and multi-channel distribution. Tianyancha integrated 160 MCP capabilities and converted six risk control scenarios into reusable Skills. Furthermore, Huawei Cloud, in collaboration with ICBC, China UnionPay, and over ten other financial institutions, launched the 'AI Dream Industrial Factory' initiative in the Smart Finance Zone to create and exchange industry-specific agent assets covering mobile banking, intelligent marketing, risk control, and remote banking scenarios.
The China Academy of Information and Communications Technology (CAICT) forecasts that agent penetration will reach 70% by 2027 and 90% by 2030. Nevertheless, CAICT Director Wei Kai pointed out that individual efficiency does not equal organizational efficiency. Enterprises cannot deploy agents in isolation; they require engineering methodologies for goal setting, roadmaps, evaluation systems, and continuous iteration. Simultaneously, issues such as business integration, data governance, multi-agent interaction, end-to-end security, and responsibility distribution between humans and machines must be addressed. Huawei Cloud's platform approach aims to provide the infrastructural layer necessary to achieve this systematic transformation of agents within enterprises, moving them from simple Q&A responses to executing real business tasks in banking, energy, manufacturing, and other key industries.
The conference on artificial intelligence and high-level global AI governance will take place on July 17, 2026, at the Shanghai Exhibition Center in China. This meeting, along with the World AI Conference 2026 (WAIC), is dedicated to balancing innovation development with ensuring safety amid rapid AI progress.
During the event, several international specialists emphasized that China's early steps in AI regulation, as well as the country's active participation in initiatives to form international standards and build capacity, provide valuable experience for the global community in developing responsible and comprehensive AI. Furthermore, a roadmap for international ethical AI governance was presented, aimed at stimulating more coordinated and practical international cooperation in this field.
Mark Nisberg, Executive Director of the Human-Compatible AI Center at the University of California, Berkeley, stated China's significant contribution to global AI governance. He noted that several regulatory systems were introduced in China for the first time, adding that international researchers regularly exchange views with developers of Chinese norms, viewing this practice as a valuable benchmark.
Experts also highlighted China's role in establishing international AI standards. Sebastian Hallensleben, Chairman of JTC 21 CEN-CENELEC, where European standards supporting EU regulation are developed, noted that AI standardization is inherently an international process, despite regional differences. He stressed that China is one of the key participants in this process, leading several working groups and serving as an editor for numerous standards projects.
Another aspect covered at the conference was AI capacity building. As part of WAIC, China announced plans to provide 5000 opportunities for AI training and workshops to developing countries over the next five years.
Shahbaz Khan, Director and Representative of the UNESCO Regional Office for East Asia, pointed out that the international community already possesses principles of ethical AI, including the UNESCO Recommendation on the Ethics of AI. Nevertheless, he particularly highlighted the need for countries to have sufficient capacity to understand these principles and integrate them into their legal systems. In this context, he noted that China's capacity-building efforts will provide significant support.

He noted that it is crucial to develop human capital, improve the qualifications of local specialists, and expand practical cooperation in the field of artificial intelligence.
Information was also provided regarding the favorable investment environment for developing data centers in Uzbekistan, including infrastructure opportunities based on 'green' energy.
The parties discussed the phased development of artificial intelligence infrastructure in the country, expanding the capabilities of modern AI platforms for local programmers and enterprises, and training a new generation of specialists in collaboration with the engineering teams of UZINFOCOM and UNICON-SOFT.
Particular attention was paid to forming engineering teams capable of developing and implementing AI-based solutions in vital sectors such as healthcare and education. Furthermore, the agenda included strengthening partnerships with higher educational institutions and creating AI solutions tailored to the needs of government agencies and businesses.
Following the meeting, it was planned to advance projects to the practical stage under the coordination of the Artificial Intelligence Development Center, launch cooperation between technical teams, and demonstrate initial results during ICT Week Uzbekistan, which will take place in September of this year. Further expansion of cooperation on implementing artificial intelligence agents and practical AI solutions in various sectors of the economy was also discussed.
Youzu Interactive has integrated artificial intelligence agents into 75% of its staff using Tencent Cloud WorkBuddy. This integration allows the game development process to be transformed, from coding to global marketing analysis.
Youzu Interactive, one of China's pioneering foreign publishing companies that has shown international revenue exceeding domestic revenue for the past 11 years, has reached an AI agent penetration level of over 75% of its employees. CTO Wang Junzheng describes this transformation as providing each employee with their own AI agent, while the company covers all computational costs and provides unlimited access to 47 different models.
The company's journey in AI began in 2023 with the use of Stable Diffusion for image generation, and in 2024 with GitHub Copilot for coding assistance. A turning point came in August 2025 when OpenAI demonstrated an agent capable of creating a million-line product from scratch. By early 2026, agent-based tools, including Tencent Cloud WorkBuddy, were implemented across the entire company.
Currently, AI agents operate within three key business scenarios. The first is industry analytics: agents automatically collect information from multiple sources, perform sentiment analysis using large language models, and provide structured results. Youzu developed a bot with instant broadcasting functionality that delivers important industry updates to employees daily, supplemented by a portal for collecting community information.
The second scenario relates to advertising material production. Since advertising materials are the main channel for attracting users for a global gaming company, the previous creative creation process was linear and sequential: trend identification, scriptwriting, storyboarding, modeling, post-production, and editing. A delay at any stage affected the entire cycle. Now, AI covers most of this chain, significantly reducing the time from concept to first draft. However, the final decision on compliance with regional specifics, game genre, and target audience still requires human expertise.
The third scenario is operational data analysis. Although long-running games generate continuous streams of data, obtaining user metrics traditionally required waiting for report templates or coordinating time with analysts. Youzu implemented ChatBI, which allows business teams to ask questions in natural language. Recently, the company packaged the data platform capabilities into tools that business teams can install and run directly within their agents, enabling self-service in data analysis without engineering intervention.
Youzu has completed the transformation of four internal systems using AI, with another seven or eight in progress. The company also uses the WorkBuddy expert group feature, which brings together specialists from different fields into collaborative teams. Wang tested an expert group for content creation that was able to prepare a complete video based on a text prompt in just 20 minutes. According to Youzu's 2025 financial report, revenue from overseas markets grew by 8.06% year-over-year, and the company attributes part of this growth to the integration of AI technologies, which increased gross margin by 2.46 percentage points.
