The Cabinet of Ministers of Uzbekistan has approved a new procedure aimed at digitizing the operations of specialized impound lots.
Implementation of Electronic System
According to the decree dated July 2, starting from August 1, 2026, permits for removing vehicles and other transport means will be issued electronically through the 'Jarima Maydonchasi' information system and confirmed using a QR code. The document stipulates that the electronic permit will be confirmed by both the body or official reviewing the administrative case and the body responsible for executing the decision.
Data Integration with Tax Authorities
Within two months, the Ministry of Internal Affairs, together with the Tax Committee and the Ministry of Digital Technologies, must ensure the integration of the 'Jarima Maydonchasi' system with the tax authorities' information systems via the 'E-Government' interdepartmental integration platform. After the integration is complete, information about legal entities providing storage services for detained vehicles—including their name, TIN, address, and other details—will automatically flow into the tax systems.
Furthermore, data about the vehicles themselves, such as make, state registration number, entry and exit times, and information on the amount of paid fees, will be transferred to the system.
Equipment and Operator Requirements
The decree also obligates impound lots to be equipped with cameras and technical means that monitor vehicle entry and exit through the 'Jarima Maydonchasi' system with license plate recognition functionality. Impound lot operators are required to keep records of detained vehicles, services provided, and payments received directly in this system, and this data will automatically be reflected in the tax authorities' information systems.
Sanctions for Violations
Failure to comply with requirements, lack of such reporting, removal of a detained vehicle without full permission for the reason for detention, or its illegal use will be considered violations. In such cases, the contract with the operator must provide for a fine of 20 basic calculation units, which amounts to 8.24 million soms, and from September 1, 8.8 million soms. A repeated violation within one year will serve as grounds for terminating the contract between the Road Safety Service and the impound lot operator.
The requirements established for impound lot operators will come into force three months after the official publication of the decree, i.e., on October 6, 2026. It was previously reported that applications for releasing a vehicle from an impound lot are planned to be submitted electronically through the MyGov portal, the Road Safety Service mobile application, and public service centers.
