The Northern District Community Forum (NDCF) and residents of Vredekloof have initiated a petition calling on Cape Town Mayor Geordie Hill-Lewis to suspend further approval of building permits in the Brackenfell Boulevard and Vredekloof corridor until major road upgrades are completed.
The petition concerns proposed construction at 41 Charles Drive (Case ID 1500118151). It insists on an immediate moratorium on new subdivisions, zoning changes, and intensive land use permits in the Brackenfell Boulevard, Vredekloof area, and the De Bron catchment basin until a comprehensive traffic impact assessment has been conducted.
Furthermore, petitioners demand that funding be allocated to widen Brackenfell Boulevard to two lanes before any new projects are approved.
According to the petition, a transport-community survey involving 4280 drivers, residents, and business owners showed that 78.1% of respondents considered congestion on the Brackenfell Boulevard bridge as serious or extremely serious. Moreover, 94% believe that new development should not be approved until the N1 bridge is widened to two lanes in each direction. Petitioners argue that current traffic congestion is already negatively affecting quality of life and productivity.
The petition also points to several projects expected to increase traffic, including the new Bracken Heights primary school, the planned CapeGate office complex valued at 585 million rand, and the approved mixed-use development on Charles Drive. In the petitioners' view, these projects could overload the existing road network if significant infrastructure improvements are not made beforehand.
In response to the petition, City Mobility Committee member Roberto Quintas stated that the city has taken the raised issues into consideration. He noted that the city has reviewed the petition regarding the infrastructure moratorium and the allocation of capital budget for the Brackenfell Boulevard/Vredekloof corridor, and that the petition raises objections related to the approval of zoning changes for the Glengarry mixed-use development.
Quintas clarified that any objections or appeals against a building permit must follow established legal procedures, with the mayor acting as the appeal body for relevant decisions. He added that he has requested technical comments from the City's Traffic Impact Assessment department and the Spatial Planning and Environmental Directorate, which will form the basis of the City's response.
Mayor's representative, Lyndon Hahn, told Northern News that Quintas is working on preparing the City's response to the questions raised in the petition. Leon Brinard, manager of the Vredekloof Community Management Board (VCID), stated that the organization supports development but believes that infrastructure planning is lagging. He emphasized that VCID does not oppose development, acknowledging the general principles of spatial density and economic growth outlined in the Municipal Spatial Development Framework (MSDF).
Brinard expressed primary concern that building applications are being approved individually rather than considering their cumulative impact on traffic. Citing examples, he noted that the new Bracken Heights primary school is nearly complete, and information about the new 585 million rand Cape Gate project, set for 2027, was only known through newspapers, without its traffic impact being considered. He concluded that all this puts pressure on Brackenfell Boulevard, and while VCID encourages growth, especially school construction, the infrastructure to support this growth is critically behind.
Residents of Cape Town are holding demonstrations demanding greater transparency in the process of issuing permits for informal trade and better access to these opportunities for South African citizens. The protests were organized by members of the Laboratory and Civil Organization (LACO) and the Operation Dudula movement.
The groups marched to the offices of the Passenger Rail Agency of South Africa (PRASA) and Parliament, demanding an expansion of opportunities for informal trade among South Africans and increased openness regarding the distribution of trade permits in various areas of Cape Town. Among their demands, they proposed setting a quota: 80% of spots should go to South African citizens, and 20% to foreign nationals. They argue that more trading spaces must be provided to unemployed South Africans, especially youth looking to start small businesses. Furthermore, activists questioned the methods used for distributing permits in the city's busiest commercial zones.
The City of Cape Town stated that such a policy, providing informal trade opportunities in an 80% ratio for South African citizens and 20% for foreigners, does not exist. The city clarified that no such quota is enshrined in applicable constitutional, national, or local regulations. Instead, permits are issued according to the City's Informal Trade By-law and approved distribution procedures, with applications assessed based on established criteria, not citizenship.
The city reported that foreign nationals can apply to participate in informal trade provided they have legal right to reside and conduct economic activity in South Africa. To submit documents, they must provide proof of legal stay and any applicable work or business authorization. The city reserves the right to verify immigration documents through the Department of Home Affairs before issuing permits.
However, when asked about the number of active permits held by South African citizens, permanent residents, refugees, asylum seekers, and other foreigners, the City responded that this information is not immediately available. It was stated that the breakdown of permit holders by citizenship or immigration status is not stored in a format allowing for immediate reporting and would require data extraction and verification, which may take reasonable notice.
Despite the recent demonstrations, the City has not approved any changes to its policy, distribution process, or enforcement measures regarding informal trade. Wendy Somlayi, LACO Coordinator in the Western Cape, emphasized that the organization's campaign aims to create jobs for South Africans who cannot secure a spot in the informal economy. She noted that she has compiled a list of about 70 South African vendors and small business owners needing trading space. Somlayi also expressed concern over trading stalls located on the so-called 'upper deck' in Cape Town's central business district. She cited an example where only about 15 out of 356 such stalls are occupied by South African citizens, with the rest being migrants, and demanded clarification on the fairness of their distribution process.
