Herman Heunes, General Manager of Corporate Traveller South Africa, noted that governments are now requiring information submission even before boarding a flight. For business travelers whose schedules and budgets are constrained, this shift carries certain implications.
The SARS Traveller Declaration, introduced at the beginning of this month, affects business travelers with tight schedules and limited financial means. According to Herman Heunes, this represents a fundamental change in the timing of compliance requirements: 'The border has moved, and it has moved 24 hours before departure. Business travelers who do not adjust their habits and routines before traveling will feel this.'
Corporate Traveller reported that South Africa is joining a growing number of governments that found the outdated model of traveler processing at the point of entry too slow, manual, and reactive. Examples of such systems include the UK's Electronic Travel Authorisation, which is now required for millions of previously visa-exempt visitors, and the EU's ETIAS system, expected to launch in late 2026, which adds a layer of pre-authorization for those who previously only needed a valid passport.
Furthermore, in Asia, countries including Thailand and Indonesia have implemented or expanded digital arrival and declaration systems (Thailand Digital Arrival Card and All Indonesia Arrival Card, respectively), replacing paper cards that were filled out on board the flight. Meanwhile, Ethiopia requires all arriving and transit passengers to complete an online Traveler’s Health Declaration form before arriving at Bole International Airport. Although the architecture of these systems differs (they can be entry permits, customs declarations, or health declarations), the general direction remains the same.
Heunes emphasized that globally, there is a rise in the concept of a 'smart border,' where information precedes the traveler. He noted that this benefits governments and ultimately travelers who are prepared for it, but it creates a new type of risk for those who consider administrative tasks before travel secondary. The SARS Traveller Declaration, in Corporate Traveller's view, is a manageable addition to the checklist for tourists, requiring them only to complete it within 24 hours of departure and keep the confirmation on their phone. However, the situation is more complex for business travelers.
The declaration requires specifying passport details, travel information, contact details, and, critically, disclosing any goods, currency, or items that exceed personal use. Business equipment, product samples, client gifts, commercial goods, and cash amounts over the R100,000 threshold must be declared. It is important that allowances cannot be aggregated between travelers, and goods exceeding the duty-free limit are subject to further customs assessment. SARS has clearly outlined the consequences: non-compliance or providing a false declaration can lead to delays, seizure of goods, fines, or legal action under customs legislation.
Heunes added that if samples or goods are held up at customs, the real cost lies in the stress and disruptions that spread to exhibitions, meetings, and other commitments. Therefore, the declaration must become part of the travel workflow, not something forgotten until check-in. Corporate Traveller acknowledges that for many small and medium-sized enterprises (SMEs), the unpleasant truth is that systems designed to optimize border control actually increase the preparation burden for those without a travel management program. SMEs and small companies that most often send their director last minute to Nairobi or a sales manager to a trade show in Frankfurt are most vulnerable to the gap between 'booked' status and 'compliant' status.
Corporate Traveller concluded that the new standard for business travel includes not only a valid passport and booking confirmation but potentially also an ETA or ETIAS authorization (depending on the passport), a completed customs declaration, and documented information about any transported goods or currency—and all of this must be sorted out before arriving at the airport. Heunes stressed that the era of paper forms at the airport is coming to an end, and a new compliance window opens long before departure, which business travelers must incorporate into their plan.
In addition to standard preparatory measures such as passport renewal, checking visa requirements, and purchasing travel insurance, travelers must now add another item to their checklist before heading to the airport.
Effective July 1, 2026, South Africa has introduced a mandatory online declaration for all persons entering or leaving the country. This digital system, developed by the South African Revenue Service (SARS), replaces the paper customs declaration previously completed upon arrival or departure. The goal of this implementation is to speed up and increase the efficiency of customs procedures.
The online declaration applies to most travelers crossing South Africa's borders. This includes South African citizens, permanent residents, and foreign visitors traveling by air, road, rail, or sea. If a child or an incapacitated person is traveling, a parent, guardian, or custodian may submit the form on their behalf.
The only individuals exempt from the requirement to complete the declaration are those who remain in the international transit area and do not formally enter South African territory.
Unlike the process of checking in for a flight several days before departure, the window for submitting the declaration is significantly shorter. SARS requires travelers to provide the declaration within 24 hours prior to departure. If the route involves multiple flights before arriving in South Africa, the declaration must be submitted within 24 hours after the last flight directly heading to the country. It is recommended not to postpone filling out the form until arriving at the airport, as early completion will likely help avoid unnecessary customs delays.
The filling process is relatively simple, but having some data ready in advance will speed up the process. Travelers will need to provide information about their travel document, itinerary, contact details, as well as details about any goods, cash, or other items that must be declared according to South African customs regulations. Depending on the circumstances, SARS may request additional information before the declaration is finalized.
The declaration can be submitted online through the SARS Traveller Management System or via the SATMS mobile application before the trip begins. After submitting the form, the applicant will receive a confirmation email explaining the next steps. It is advisable to save this confirmation along with the boarding pass for easy access if requested by customs officials.
The new system is part of SARS' broader efforts to modernize South Africa's border management. By receiving declarations from travelers before their arrival, customs officers can review the information in advance, reduce paperwork, and focus attention on the most critical issues. For most passengers, the ultimate goal is to ensure smoother and more efficient customs clearance.
