Uzbekistan Joins Group of Founders of New Artificial Intelligence Organization

Russia, China, and more than 25 other countries participated in the document signed in Shanghai. The signing ceremony took place the day before the opening of the World Conference on Artificial Intelligence in 2026.

Participants in the Agreement

Representatives from Russia, China, and more than twenty-five countries took part in the agreement. Among the signatories from Central Asia were Uzbekistan, Kazakhstan, Kyrgyzstan, and Tajikistan. Additionally, countries such as Belarus, Brazil, Indonesia, Malaysia, Pakistan, Serbia, South Africa, Cuba, Venezuela, and others were included in the agreement.

Ahead of the 35th anniversary of the Republic of Uzbekistan's Independence, a working group of the Ministry of Emergency Situations organized large-scale spiritual and educational events in several cities and districts of the Zhizakh region under the slogan 'A strong family is the foundation of peaceful life and a bright future.'

Events and Participants

These events, initiated by the working group of the Ministry of Emergency Situations, took place with the participation of the Zhizakh regional emergency management department, the regional military prosecutor's office, the regional department for family and women's affairs, and the regional council of the Youth Union of Uzbekistan. Military personnel, employees, and their families participated in them.

Content of the Meetings

Within the framework of the events held at the Zhizakh Polytechnic Institute, lectures were conducted on strengthening the family institution, creating a healthy spiritual environment, preserving national and family values, and increasing parental responsibility in raising children. Special attention was paid to strengthening an atmosphere of mutual respect, love, and solidarity in the family.

State Support for the Family

It was emphasized that strengthening the family institution and comprehensive support for women and families are priority areas of state policy in the country. In particular, based on the President's Decree of March 3, 2022, 'On measures to further strengthen support for families and women,' a completely new system of family support in social, spiritual, and psychological aspects was formed. Large-scale work is being carried out within the framework of implementing this document, aimed at targeted work with families in settlements, strengthening spiritual and educational propaganda, and increasing the legal and psychological literacy of the population, especially young families.

Psychological Assistance and Exhibition

During the events, a military psychologist conducted practical psychological training for military personnel aimed at forming a healthy psychological climate in the collective, stress management, ensuring mental resilience in service activities, and developing communication skills. Participants were given practical recommendations on effectively managing various emotional states that may arise during service, as well as on strengthening mutual trust and solidarity in the team and constructively resolving conflict situations.

A book exhibition, organized in the 2nd academic building of the Zhizakh Polytechnic Institute, also attracted great interest from participants. The exhibition featured works addressing themes of family values, spiritual education, patriotism, and personal self-improvement.

Conclusion of Events

In addition, open dialogues were organized, during which specialists from relevant fields provided detailed answers to participants' questions. The spiritual and educational events concluded with sports competitions under the slogan 'My father, my mother, and I—our sports family!'. The competitions, testing agility, speed, and accuracy, attracted great public attention. Winners and prize-winners were awarded diplomas, valuable, and commemorative gifts from the organizers.

It is confirmed that such spiritual, educational, and psychological events contribute to strengthening mutual understanding between military personnel and their families, forming a healthy spiritual environment, supporting the family institution, and ensuring a stable social situation in society.

Zero Customs Duty and Excise Tax Applied to Import of Cargo Vehicles Less Than 5 Years Old into the Republic of Uzbekistan

The President of the Republic of Uzbekistan adopted the 'On Additional Measures to Support the Activities of Entrepreneurial Entities Carrying Out Freight Transportation in Automobile Transport'.

Objective and Benefits

This decision is aimed at modernizing and renewing the fleet of cargo vehicles in the Republic. It will also help increase the competitiveness of local carriers in the international transport services market, reduce transportation costs in export-import operations, and shorten the time for delivering goods to external markets.

Conditions for Import Privileges

According to the decision, zero rates for customs duty and excise tax will be applied when importing certain transport vehicles intended for cargo transport and manufactured no more than 5 years ago into the Republic of Uzbekistan until December 31, 2027. These privileges cover the following vehicles besides dump trucks:

Automotive vehicles that comply with 'Euro-5' and higher environmental category requirements (HS codes 8701 21, 8701 22, 8701 23, 8701 24).
Semi-trailers with a gross weight exceeding 15 tons or an internal volume of at least 76 cubic meters (HS code 8716 39).

Termination of Privileges

If the automotive vehicles are exported or re-equipped due to a change in HS code within three years from the date of customs clearance, the privileges provided in this decision will be canceled, and the relevant payments will be demanded according to established procedures.

Conditions under which the statute of limitations does not apply according to legislation

The statute of limitations is defined as the period established by law for protecting human rights through the court. However, there are certain requirements that are not limited by the statute of limitations, allowing one to appeal to the court at any time.

When the statute of limitations does not apply

According to Imomali Tuev, an employee of Tashkent State Law University, the requirements that are not subject to the statute of limitations include the protection of personal property rights and intangible assets. These include honor, dignity, privacy, as well as name and surname.

Financial and civil rights

A citizen's right to demand the return of their own funds from bank deposits or receive compensation from a deposit guarantee agency is not dependent on time. Furthermore, in case of harm to a citizen's health or life, even if the appeal to the court is delayed, compensation will be paid for the last three years.

Compensation for damage and cultural heritage

If material damage is caused as a result of a crime, the person affected by the crime can appeal to the court regardless of how much time has passed. Also, the statute of limitations is not limited for claims to terminate any violations of the rights of an owner or another holder, even if these violations are not related to the deprivation of ownership (according to Article 231 of this Code). The statute of limitations also does not apply to the return of objects of historical and cultural heritage, as well as to the return of national wealth exported from the country before gaining independence, such as artifacts, works of art, and ancient items.

Conclusion

The author emphasizes that the passage of time does not mean the loss of rights. If the issue falls into the categories mentioned above, it should be considered that the possibility of protecting one's rights remains, despite the expiration of the statute of limitations. The basis for these provisions is Article 163 of the Civil Code of the Republic of Uzbekistan.
