This decision resulted from the approval of the new National Framework for Higher Education Institutions (HEIs) by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai. This framework is part of the implementation of the Federal Decree-Law on Higher Education and Scientific Research.
It establishes a unified national standard for licensing universities and colleges across the country, including those operating in free zones, while ensuring compliance with national requirements and respect for local authorities' mandates.
The higher education sector in the UAE is experiencing rapid growth, attracting students from various regions through both local and international institutions. The new framework aims to ensure greater uniformity in the licensing and oversight processes of institutions.
Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, noted that this decision reflects the country's commitment to an integrated regulatory approach. He emphasized that the approval of this National Framework by Sheikh Mohammed bin Rashid Al Maktoum demonstrates the UAE's aspiration to create an integrated licensing system involving the Ministry of Higher Education and Scientific Research (MoHESR), local authorities, and the universities themselves.
According to the minister, this system will provide greater clarity in the sector while reducing unnecessary administrative burden. It will offer more transparency and consistency in licensing and supervision, reduce procedural duplication, and facilitate access to services.
The framework also provides for a data-driven monitoring system through electronic integration between higher education institutions and national registries. Authorities stated that this will support evidence-based decision-making by providing regulators with accurate and up-to-date information.
A key feature of the system is the emphasis on long-term sustainability and accountability. It includes comprehensive regulations covering every stage of licensing, from the approval of new universities to the renewal of existing licenses. The framework defines requirements related to risk assessment, compliance monitoring, and institutional sustainability.
Furthermore, it includes measures to ensure educational continuity, helping protect students in various operational or organizational scenarios. The regulations set clear guidelines regarding ownership structures, governing bodies, and the roles of executive and academic leadership. By requiring the separation of ownership, executive management, and academic decision-making, the framework seeks to enhance transparency and balanced governance across all institutions.
The new system also introduces criteria related to financial guarantees, audited financial statements, student protection measures, and academic continuity plans, thereby supporting the operational and financial sustainability of universities. Officials added that this framework aligns with the National Classification Framework for Higher Education Institutions, as well as existing quality, performance, and oversight mechanisms in the sector.

Although newcomers can apply for this job, they should have one to two years of teaching experience in a reputable school in India. Furthermore, possessing a professional education license, known as the Teacher and Education Leadership Standards (TLS), is mandatory for working in the UAE. Even after receiving a job offer letter, the candidate must register on the government portal. An exam is then conducted to assess knowledge and teaching methodology.
