Based on data from the Tax Committee, as of July 1, 2026, there are 1,494 construction companies in the country with tax debts exceeding 100 million soums. The total debt of these companies to the state budget amounts to 2.8 trillion soums.
Analyses show that 1.1 trillion soums of this debt, which is 38.2%, is attributable to the top 10 large construction companies with the highest tax debt. This situation indicates that a large portion of the tax debt is formed by a small number of large entities.
The regions with the highest tax debt are Tashkent city (880.5 billion soums), Tashkent region (447.3 billion soums), and Andijan region (253.4 billion soums). These three regions account for a significant portion of the total debt, which is explained by the large number of construction organizations and major investment projects in these areas.
Although the construction sector is considered one of the main drivers of the economy, the high level of tax indebtedness suggests that some companies have problems related to financial discipline and cash flow management. The increase in tax debt can negatively affect state budget revenues, limiting the ability to finance infrastructure and social programs.
Therefore, strengthening accounting discipline in the construction sector, expanding digital monitoring mechanisms, and ensuring timely fulfillment of tax obligations are of great importance. As emphasized in the article, ensuring financial stability in the construction industry, digitizing tax administration, and reducing indebtedness will serve the sustainable development of the sector and increase state budget revenues.
