The delegation from Uzbekistan held negotiations with the leadership of the Russian government, the Presidential Administration, and the Ministry of Health to strengthen cooperation in the field of medicine. This was reported by the press service of the Ministry of Health.
During the discussions, issues such as digitalization of medicine, telemedicine, personnel training, and expanding partnership in oncology and nuclear medicine were reviewed.
The Uzbek delegation was led by Tamila Aliyeva, Deputy Head of the Presidential Administration, and Minister of Health Eldor Adilov. During the visit, meetings took place with Mikhail Mishustin, Prime Minister of Russia, his deputies Alexey Overchuk and Dmitry Grigorenko, as well as with Alexey Gromov, First Deputy Head of the Presidential Administration of Russia.
The parties discussed the development of healthcare cooperation, the implementation of digital technologies in medicine, and the training of Uzbek specialists in leading Russian medical and scientific institutions. In particular, a session was held with the Minister of Health of Russia, Mikhail Murashko, dedicated to organizing medical care, developing telemedicine, remote patient monitoring, and training medical personnel.
Perspectives for expanding cooperation in areas such as oncology, radiology, nuclear medicine, hematology, emergency medical care, rehabilitation, and palliative care were considered. The delegation familiarized itself with the activities of the Federal Compulsory Medical Insurance Fund, the Center for Traumatology of Russia, the Central Clinical Hospital, and several specialized medical centers in Russia.
The Russian side presented modern methodologies used in leading federal centers for working with Uzbek specialists in the fields of oncology, radiology, hematology, and pediatric oncology.
One of the most important and significant stages of the 58th International Chemistry Olympiad—the practical exam—took place in Uzbekistan, at the Mirzo Ulugbek National University. Uzbekistan has hosted this prestigious Olympiad for the first time in Central Asia history.

To improve public administration in the Bukhara region in accordance with modern requirements, accelerate digital transformation processes, and widely implement artificial intelligence technologies, another important step has been taken.
Educational courses on artificial intelligence and digitalization have started at the Regional Administration's Digital Management Center for consultants of city and district heads. In line with the state leader's directive, special departments dedicated to the development of artificial intelligence have been established in the structures of all ministries and departments.
These departments have received clear tasks to find solutions using artificial intelligence in areas such as increasing work efficiency and service quality, reducing excessive costs, 'hidden' economy, and bureaucracy.
Deputy heads of cities and districts also participate in these courses in a remote format, familiarizing themselves with the latest knowledge and experience in the field of digital governance. This contributes to the implementation of digital reforms in the regions based on a unified approach and the effective application of modern technologies in the management system.
Within the educational program, participants are provided with detailed information on the theoretical foundations of artificial intelligence technologies, their application possibilities in the activities of state institutions, enterprises, and organizations, as well as methods for rational and safe use of generative artificial intelligence tools and the functional capabilities of the 'Digital Village' information system. Additionally, practical classes have been organized aimed at bringing digital services closer to the population, strengthening the data-driven decision-making approach, and improving the quality of public services.
Today, artificial intelligence is becoming one of the most important drivers of the global economy and public administration. Therefore, strengthening the knowledge and skills of specialists working in local government bodies is of great importance for the further development of the digital government system, prompt consideration of citizens' appeals, and improving management efficiency.
The courses held in Bukhara not only improve the qualifications of specialists but also contribute to the formation of a culture of digital thinking, the widespread application of innovative approaches, and the consistent implementation of the digital development strategy of New Uzbekistan. The statute of limitations is defined as the period established by law for protecting human rights through the court. However, there are certain requirements that are not limited by the statute of limitations, allowing one to appeal to the court at any time.
According to Imomali Tuev, an employee of Tashkent State Law University, the requirements that are not subject to the statute of limitations include the protection of personal property rights and intangible assets. These include honor, dignity, privacy, as well as name and surname.
A citizen's right to demand the return of their own funds from bank deposits or receive compensation from a deposit guarantee agency is not dependent on time. Furthermore, in case of harm to a citizen's health or life, even if the appeal to the court is delayed, compensation will be paid for the last three years.
If material damage is caused as a result of a crime, the person affected by the crime can appeal to the court regardless of how much time has passed. Also, the statute of limitations is not limited for claims to terminate any violations of the rights of an owner or another holder, even if these violations are not related to the deprivation of ownership (according to Article 231 of this Code). The statute of limitations also does not apply to the return of objects of historical and cultural heritage, as well as to the return of national wealth exported from the country before gaining independence, such as artifacts, works of art, and ancient items.
The author emphasizes that the passage of time does not mean the loss of rights. If the issue falls into the categories mentioned above, it should be considered that the possibility of protecting one's rights remains, despite the expiration of the statute of limitations. The basis for these provisions is Article 163 of the Civil Code of the Republic of Uzbekistan.
