As part of the implementation of the Decree of the President of the Republic of Uzbekistan dated May 30, 2024, 'On Measures to Organize Open Dialogue with Entrepreneurs,' an open meeting was held dedicated to further increasing the effectiveness of reforms in the field of justice.
Goals and Participants of the Event
The event was organized with the participation of the Presidential Administration, the Supreme Court, the Ombudsman for Business Affairs, the government of the Jizzakh region, and the regional branch of the Chamber of Commerce and Industry. The main goal of the meeting was to strengthen confidence in the protection of the rights and legitimate interests of entrepreneurs, expand opportunities for access to fair judicial proceedings, and assess existing problems in this sector from a practical perspective.
Participation and Discussion of Issues
More than 60 lawyers, representatives of legal departments of organizations and enterprises, specialists from the banking system, employees of state institutions, and entrepreneurs themselves took part in the open dialogue. The gathering of representatives from various sectors allowed for a comprehensive analysis of issues arising in judicial and legal practice, as well as the formation of substantiated proposals for their resolution.
During the discussions, current problems in the justice system were critically analyzed. Participants presented more than 20 systemic proposals aimed at eliminating these shortcomings.
Key Areas of Reform
Specific proposals were voiced regarding ensuring equality of parties in courts, improving the efficiency of enforcing court decisions, perfecting tax and bankruptcy relations, developing mechanisms for pre-trial settlement of economic disputes, reliable protection of intellectual property rights, and strengthening legal guarantees in land and investment relations.
Furthermore, important issues such as tax disputes, legal relations in the field of utility services, the practice of applying state customs control, advertising legislation, energy efficiency, technical errors in the cadastral system, and other problems affecting the activities of business entities were also the focus. This allowed for a comprehensive assessment of factors influencing the business environment.
Improving Law Enforcement Practice
It is important to note that the issues raised at the meeting were not limited to merely documenting existing difficulties. They were also analyzed in terms of improving the practical application of law, further developing legislation in accordance with life needs, and strengthening legal relations between state bodies and business.
Conclusion and Significance of the Dialogue
Following the event, all submitted proposals were summarized and forwarded to the relevant responsible organizations for implementation in the established manner, with the aim of improving current legislation, providing more reliable protection of the rights and legitimate interests of entrepreneurs, and increasing the effectiveness of reforms in the field of justice.
Such open dialogues are of great importance as a practical embodiment of the principle established by the head of state: 'The interests of the individual and the rights of the entrepreneur are at the center of state policy.' Primarily, direct dialogue between business and state structures contributes to improving law enforcement practice based on real needs, strengthening confidence in the justice system, and increasing the country's investment attractiveness.
