Foreign ministers are gathering again to discuss a number of important issues, including trade restrictions with settlements in the West Bank, the situation in the Middle East, the war in Ukraine, and the European Union's strategy for the Black Sea.
Discussion on Trade in Palestine
As part of the discussions on the Middle East, ministers will once again consider the issue of restricting trade with settlements in the West Bank. However, a final decision on this matter has not yet been made because the European Commission, which is responsible for EU trade policy, has not yet presented official proposals.
The situation changed last week after the Commission sent several options to member states for restricting trade with settlements. According to reports from various media outlets, three options are being considered: the introduction of tariffs, a complete ban on trade, or an import licensing system requiring special permission for goods from settlements when exported to the EU.
Nevertheless, these options are not yet a formal proposal from the Commission, so only an initial exchange of views among ministers is expected to determine the direction of the executive body's work, rather than making a final decision.
Situation in the Middle East and Ukraine
In addition to debates on trade restrictions, ministers will also discuss the situation in Iran following the resumption of hostile actions last Thursday. A comment by US President Donald Trump was also mentioned, stating that he considered the ceasefire concluded.
A high-ranking European official stated that the EU is ready to participate in diplomatic actions, regional cooperation, and use all available tools within its capabilities.
Regarding the war in Ukraine, the Ukrainian Foreign Minister, Andriy Sybyla, will attend the meeting in person to present a report on the on-the-ground situation and the country's needs. The discussion will likely focus on how the EU can help Ukraine prepare for the upcoming winter and potential Russian attacks on its energy infrastructure, similar to what happened this year.
A European source noted that this is essentially about meeting Ukraine's needs for air defense, as well as guaranteeing sufficient resources and capabilities for restoring damaged infrastructure and creating alternatives and reserves in Ukraine's energy infrastructure.
Sanctions Against Russia and the Black Sea
The ministers will also review the 21st package of sanctions against Russia, which was presented by the European Commission in June and is currently under approval. A high-ranking European official reported that 'work is underway for swift progress. The momentum is strong, and the ambitions are high.'
The third item on the agenda concerns the EU's strategy for the Black Sea, which was launched a year ago. Specifically, the proposal by Romania and Bulgaria to create an energy infrastructure 'hub' in this region is being discussed.
Additional Events in Brussels
Parallel to this meeting of foreign ministers, the EU and the Palestinian Authority are organizing a new Donor Group meeting for Palestine in Brussels. This European initiative aims to attract funds for restarting the Palestinian economy and rebuilding the Gaza Strip.
