As part of implementing the state head's resolution from January 5, 2026, on introducing a comprehensive system for creating a safe environment in republican mahallas, increasing the effectiveness of social prevention was identified as a priority task.
Goals of preventive activities
The main goal is to significantly reduce the crime rate by effectively implementing targeted preventive measures to ensure reliable safety in mahallas. The importance of achieving public consensus through the creation of an operational response system to any illegal incidents and conducting this activity directly on-site was also emphasized.
Implementation mechanisms and control
The Prosecutor's Office carries out continuous work in cooperation with employees of other law enforcement agencies to ensure the execution of this resolution. In particular, at the regular meeting of the Republican Interdepartmental Coordination Headquarters, chaired by the First Deputy Chief Prosecutor Bakhriddin Valiev, issues regarding the implementation of the resolution were discussed.
Meeting participants
The meeting included heads of relevant departments of the Chief Prosecutor's Office and responsible employees of ministries, including the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Preschool and School Education, the Ministry of Higher Education, Science and Innovation, the Ministry of Poverty Reduction and Employment, the Ministry of Health, the National Guard, the Committee on Family and Women, the Association of Mahallas of Uzbekistan, and the Youth Affairs Agency. Additionally, leaders of the Academy of Legal Protection, the Academy of the Ministry of Internal Affairs, the Institute of Criminological Research, and Tashkent State University of Law were present.
Analysis of problems and decisions made
The meeting focused on problems identified during inspections conducted by the Republican Interdepartmental Coordination Headquarters in various regions over the past period. Proposals from ministries, agencies, and scientific and educational institutions regarding eliminating shortcomings in creating a safe environment in mahallas, strengthening crime prevention, activating social preventive measures, maintaining public order, as well as creating 'model safe streets' and 'safe homes' in mahallas, and measures to prevent similar deficiencies in the future were considered. A corresponding decision was adopted following the headquarters meeting.
