The sovereign wealth fund of Qatar has reportedly vetoed a potential partnership between Volkswagen and the Israeli defense company Rafael Advanced Defense Systems. The deal aimed to manufacture components for Israel's 'Iron Dome' missile defense system at a Volkswagen plant in Germany.
According to the German publication Bild tabloid, representatives of the Qatar Investment Authority (QIA) opposed the project. QIA owns over 10% of Volkswagen shares and controls more than 17% of the company's votes, giving it significant influence over key corporate decisions. The proposed deal could have saved the troubled Volkswagen plant in Osnabrück, which the company planned to close by 2027. Volkswagen had previously signed a letter of intent with Rafael at the end of April, which gave the plant hope for continued operation.
Qatari officials objected to the proposal, arguing that producing military equipment intended to protect Israel from missile attacks contradicts Doha's political position on the Israeli-Palestinian conflict. Qatar has repeatedly condemned Israel's military actions in Gaza and has always maintained a diplomatic stance regarding Israel's military operations in the region. Furthermore, QIA CEO Mohammed Saif Al-Sowaili and two former Qatari government officials are members of the Volkswagen supervisory board, strengthening Qatar's position within the corporation.
The proposed alliance also drew criticism within Germany. The Left Party (Die Linke) rejected any cooperation with Rafael, deeming defense relations undesirable. Party officials pointed to Israel's military actions during Benjamin Netanyahu's tenure as prime minister, accusing Palestinians in Gaza of war crimes and genocide, which Israel vehemently denies. Critics argue that Volkswagen's potential entry into the defense sector would be a sharp departure from the company's traditional industrial profile, while supporters maintain that Germany's existing manufacturing base should be used to meet growing global demand for defense equipment.
Rafael seeks to expand 'Iron Dome' production outside of Israel. The publication The Jerusalem Post previously reported that the corporation is negotiating with Indian defense firms to establish a production line there for 'Iron Dome' interceptors. If this project is realized, it will further expand Rafael's production capacity beyond Israel and the United States. Today, 'Iron Dome' interceptors are manufactured at Rafael's plant in northern Israel, and a second production line was launched last year in the United States in collaboration with Raytheon. Rafael notes: 'By adding more production lines abroad, we will increase exports, reduce production costs, maintain reserve production capacity, and strengthen our position in major international defense markets, especially in India.'
The Ministry of Foreign Affairs of Qatar condemned Israel's military incursion into the Quneitra and Daraa regions of Syria, as well as the artillery shelling of the Syrian army. Qatar described these actions as a "flagrant violation of Syrian sovereignty and a gross breach of international law." The Ministry added that the continuation of such attacks by Israel "will exacerbate tensions in the region and undermine efforts to promote security and stability." Qatar called on the international community to take measures to hold Israel accountable for the crimes committed. Finally, Qatar reaffirmed its support for the sovereignty, unity, and territorial integrity of Syria. Previously, Israeli troops shelled villages in the western countryside of Daraa, near the occupied Golan Heights, before withdrawing from the area on Monday.
