A two-day specialized training session titled 'Professional Motivation and Resilience' was held in Samarkand, aimed at strengthening the personal and professional competencies of civil servants.
This training program was organized as part of the 'Further Improvement of Public Service Delivery in Uzbekistan' project. The project is financed by the European Union, and its implementation is carried out by the United Nations Development Programme (UNDP) in cooperation with the Ministry of Justice of Uzbekistan.
Thirty-five women holding positions as deputy governors from various regions of Uzbekistan participated in the event. The main focus of the training was on developing skills necessary for adapting to changes, effectively solving professional tasks, and improving the quality of local public services.
Over two days, participants improved practical skills in professional motivation, stress management, emotional resilience, and effective communication. Furthermore, the program covered methods for preventing professional burnout, maintaining high productivity, and creating a favorable working environment that supports the continuous development of state institutions.
Renata Vrabel, Counselor of the European Union Mission in Uzbekistan, emphasized that the success of public administration reforms depends not only on implementing modern technologies but also on training motivated and resilient civil servants capable of responding promptly to citizens' needs.
Akiko Fuji, UNDP Resident Representative in Uzbekistan, stated that investments in the professional development and well-being of civil servants contribute to building effective, inclusive, and reliable state institutions.
Organizers reported that this training is part of a long-term initiative to strengthen the capacity of Uzbekistan's public administration system. The project aims to train one thousand civil servants in the principles of inclusive and citizen-oriented service delivery by 2029.
The 'Further Improvement of Public Service Delivery in Uzbekistan' project runs from 2024 to 2029 with a total budget of 4.9 million euros. Its key objectives include improving the institutional and regulatory framework for public services, strengthening the capabilities of state structures, promoting the digital transformation of public services, and increasing the effectiveness of local self-government.
The initiative also includes conducting a functional analysis of eleven state institutions, digitizing at least thirty-five public services, and establishing thirty-four new public service delivery points in mahallas across the country.
