Kazakhstan has introduced special restrictions on the entry and exit of vehicles across the state border to curb the illegal export of petroleum products and fuel materials.
Reasons for increased control
According to Deputy Minister of Energy Kaiirkhan Tutkishboev, there is a sharp increase in fuel consumption in Kazakhstan's border regions, although the domestic market as a whole is not experiencing a shortage.
Focus on illegal exports
The main focus is currently on identifying vehicles that use additional fuel tanks to carry out illegal removal. This work is conducted in collaboration with agencies such as the Ministry of Internal Affairs, the Financial Monitoring Agency, the Border Service, and customs authorities.
Results of anti-smuggling efforts
According to a report from the Ministry of Internal Affairs, since the beginning of 2026, 255 cases of attempted illegal export of petroleum products from Kazakhstan through the border have been uncovered. In these incidents, 195 foreign citizens and 60 local residents were involved. The individuals who violated the rules used additional fuel tanks installed in their vehicles.
Border control mechanisms
Fifty-nine police posts operate to ensure supervision in border areas. Vehicles are inspected with the participation of employees from various state institutions. Upon discovery of illegal fuel, it is confiscated, and the vehicle itself is returned to the owner.
