The voluntary surrender of weapons is considered an important step in ensuring public safety, as illegally possessed weapons, ammunition, and explosives pose a serious threat to any society. Uzbekistan has taken another significant step in this direction.

New Weapon Surrender Procedure

According to the government resolution dated July 7, 2026, the procedure for the voluntary transfer of unregistered weapons, their ammunition, main parts of firearms, as well as explosive materials and devices, to internal affairs bodies, along with a system for rewarding citizens who take such actions, has been approved.

Goal and Mechanism of the Procedure

The main goal of this new regulation is not punishment, but the legalization of weapons that citizens keep for various reasons and returning them under state control. This helps reduce the number of illegal weapons, lower crime rates, and strengthen citizen security.

In accordance with the established procedure, a natural or legal person can be considered to have voluntarily surrendered items if they decide to hand over unregistered weapons or explosives and contact the internal affairs bodies verbally or in writing. This ensures a clear and transparent legal process for citizens.

Requirements for Surrender and Incentives

Special attention is paid to safety requirements during the weapon surrender process. The weapons must be packaged in such a way that they are disassembled into parts, emptied of cartridges, and cannot be seen by unauthorized persons before being handed over to the internal affairs bodies. These requirements are aimed at preventing potential risks during transportation and acceptance of the weapons.

Another important aspect is the material incentive for individuals who voluntarily surrender weapons. A regional technical commission reviews each case, deciding on the awarding or refusal of a monetary reward, as well as the right to preferential weapon purchase provided for by legislation. The payment of monetary rewards is made by order of the heads of the internal affairs bodies.

International Experience and Prevention

International experience demonstrates the effectiveness of voluntary weapon surrender programs. In many countries, thousands of units of illegal weapons have been seized in this manner, which has strengthened public safety. The procedure being implemented in Uzbekistan also serves as a preventive measure aimed at preventing offenses.

Most importantly, this decree contributes to raising the legal awareness and responsibility of citizens. The approach that encourages the voluntary surrender of illegal weapons to state bodies, rather than their concealment, is a practical embodiment of the aspiration to build a safe society.

According to the decree of the President of the Republic of Uzbekistan on the creation of intensive fruit orchards and support for the renewal of old orchards, investment projects will be implemented starting from 2027. These projects will be carried out by specialized companies under the enterprise "Uzagrostar xolding" through participation in the charter capital of legal entities. Specialized companies can participate in the capital up to 50% of the project volume, while the remaining part is secured by a leasehold on the land plot and other property of the entrepreneur. Entrepreneurs can gain capital participation after providing collateral in the form of real estate or a bank guarantee amounting to 150% of the share they generate. The share contributed by specialized companies will be realized by the entrepreneur or other investors within 7 years without revaluation, after which the collateral is returned. Furthermore, Islamic financial operations are being introduced from the current year for the purchase of water-saving technologies and equipment in industrial orchards. Starting from August 1, 2026, the tax rate for using well water in modernized orchards is set at 1 sum for five years.
