Educational and practical seminars were conducted in the Syrdarya region for members of 'Mahalla Yetiligi' to broadly explain the essence and content of the Presidential Decree adopted on June 24, 2026, 'On additional measures for the effective organization of mahalla management,' as well as to ensure the fulfillment of the tasks established by this document.
Participation and Format of the Seminar
The seminar was organized in the format of a video conference under the leadership of Kahramon Kuronbaev, Deputy Chairman of the Council for Support of Mahallas of the Republic and Chairman of the Uzbekistan Association of Mahallas. 1369 members of 'Mahalla Yetiligi' from 221 mahallas of the Syrdarya region participated in it.
Content and Goals of the Decree
During the training, the innovations being introduced into the mahalla management system according to the Presidential Decree, the rights and powers of 'Mahalla Yetiligi' members, as well as the new tasks assigned to them and methods for their practical implementation were explained in detail. It was emphasized that this Decree is an important political and legal act aimed at transforming the institution of the mahalla into a more independent, popular, and effective system of governance.
The document provides for the digitalization of mahalla management, strengthening cooperation with state bodies, introducing modern mechanisms for handling citizens' appeals, and expanding the financial capabilities of mahallas through new approaches.
Changes in Work Structure
Special attention was paid to the fact that the activities of 'Mahalla Yetiligi' have been reorganized based on a results-oriented management principle. Whereas previously each member mainly engaged in activities related to their specialization, the main focus is now on joint work as a single team and responsibility for the overall result.
Specifically, the number of duties has increased: for the head of the mahalla—from 5 to 26, for the assistant hokim—from 7 to 14, for the activist—from 4 to 10. Additionally, the preventive inspector was assigned 22 tasks, the social worker—5, and the tax inspector—13. It is important to note that for the first time, 9 general joint tasks were legally enshrined for all members of 'Mahalla Yetiligi,' which created a solid legal basis for strengthening team management, clear distribution of responsibility, and comprehensive resolution of public problems in the mahallas.
New Evaluation Criteria and Digitalization
It was emphasized that the evaluation of mahalla activities will now be based not on the number of events held, but on specific results, such as ensuring employment of the population, reducing unemployment and poverty, preventing offenses, and timely resolution of appeals.
Participants were also thoroughly informed about the capabilities of the 'Raqamli Mahalla' platform. According to this platform, citizens' appeals are processed in a unified electronic system, analyzed based on artificial intelligence, problems are automatically distributed among responsible persons, and the execution process is constantly monitored.
Financial Support and Roadmap
A new mechanism for solving public problems based on the principle 'mahalla – district (city) – region – republic' was also presented, along with new sources of funding to expand the financial capabilities of mahallas. It was noted that annually, 200 billion sums will be allocated from the republican budget to the Fund for Encouraging the Activities of the Uzbekistan Association of Mahallas.
The most significant development was the approval of a 50-point 'Roadmap' aimed at further improving the mahalla system in accordance with the Decree. This document is considered an important practical program ensuring the phased and systematic fulfillment of the established tasks.
Conclusion and Recommendations
At the end of the sessions, participants were given practical recommendations regarding the effective application of the tasks defined in the Presidential Decree, strengthening interdepartmental cooperation, and addressing public problems specifically.
As noted by Uigun Khotamov, head of the Syrdarya regional administration and representative of the Uzbekistan Association of Mahallas, this document marked the beginning of a completely new stage in the organization of mahalla management. He stressed that the powers and tasks of 'Mahalla Yetiligi' members have been revised in accordance with modern requirements, and most importantly, their work as a single team responsible for results has been legally enshrined. The seminar played a key role in conveying the essence of these changes to responsible local officials and ensuring their effective implementation. The approved 50-point 'Roadmap' will serve as a guarantee for the consistent and systematic fulfillment of the set tasks. As a result, specific measures were determined to ensure the implementation of the Presidential Decree in the Syrdarya region, enhance the effectiveness of 'Mahalla Yetiligi' activities, address public problems specifically, and strengthen interdepartmental interaction, which contributes to increasing the efficiency of reforms in the mahallas and improving the welfare of the population.
