Uttar Pradesh is attracting attention not only due to its agriculture and industry but also through the development of its startup ecosystem. In recent years, potential for startup growth has been created in cities like Noida and Lucknow, and now the government has taken significant steps to accelerate this process.
Adoption of New Policy
On July 6, 2026, the Cabinet of Uttar Pradesh approved the Startup Policy 2026. This new policy is directly linked to the ambitious goal of making the state a $1 trillion economy and defines the role of startups in achieving this vision by 2030.
Special Provisions of the New Policy
The policy provides special conditions for deep technology areas, including Artificial Intelligence (AI), machine learning, robotics, and aerospace. Large projects in these sectors may receive venture capital of up to 100 crore rupees. Furthermore, an autonomous structure—the UP Startup Mission—has been established to manage startup affairs, replacing the functions of UP Electronics Corporation and being overseen by the Chief Secretary.
Support for Vulnerable Groups and Regions
The new policy maintains special support measures for women entrepreneurs, people with disabilities, transgender entrepreneurs, and socially vulnerable groups. Additional incentives will be provided to startups based in the regions of Purvanchal and Bundheland to stimulate entrepreneurship even in the lagging areas of the state.
Results of Previous Policy
Prior to 2026, the Startup Policy 2020 (with 2022 amendments) was in effect. Under this policy, the government formed a fund of 1000 crore rupees, which was directed to startups through Alternative Investment Funds (AIFs) managed by SIDBI. Various benefits were also provided: grants of up to 5 lakh rupees for prototype creation, seed capital of up to 7.5 lakh rupees for launching products on the market, and compensation of up to 2 lakh rupees for filing a patent in India and up to 10 lakh rupees for an international patent.
Goals and Current Status
The goal of the old policy was to create a strong ecosystem of at least 10,000 startups and establish at least one incubator in every district, totaling 100 incubators. According to reports, there are currently about 17,000 active startups operating in Uttar Pradesh, 8 of which have become unicorns. The state has 72 incubators and special centers that promote innovation in healthcare, agriculture, and biotechnology. Uttar Pradesh's strategy is now focused not only on large cities but also on promoting startup culture in second and third-tier cities, including local industries such as agri-innovation.
Future Prospects of the State
Although Uttar Pradesh still lags behind states like Karnataka, Maharashtra, and Gujarat in terms of the number of startups, continuous improvement is observed thanks to hubs in Noida and Lucknow, as well as district-level programs. With the adoption of the 2026 Policy, Uttar Pradesh's goal has become clear: not just to increase the number of startups, but to make the state a leader in deep technologies and advanced developments so that the ecosystem contributes significantly to the state's path toward a $1 trillion economy.
