This document was officially registered by the Ministry of Justice on July 8, 2026. It establishes the procedure for organizing and operating this special zone, and defines requirements for residents, registration procedures, their rights, obligations, and granted privileges. The draft of this document was previously published for public discussion in May of this year.
According to the approved rules, residents of the Beskal Mining Valley will be able to use electricity for mining from both the unified energy system and renewable energy sources, including hydrogen power plants. Furthermore, the document permits the use of low-profit oil and gas fields with small extraction volumes to ensure electricity supply in cases of absence or deterioration of hydrocarbon transportation infrastructure.
The special mining zone covers the entire territory of Karakalpakstan. The normative act enshrines requirements for resident registration and mining operations, a list of necessary documents, as well as procedures for submitting and reviewing applications. Processes for re-registration, extension, suspension, termination, and cancellation of the resident certificate and mining permit are also defined. The document also establishes mechanisms for monitoring compliance with established requirements by residents and the procedure for selling extracted crypto assets.
