The eThekwini Municipality plans to expand the scope of its Memorandum of Understanding (MOU) with the Moses Kotane Research Institute (MKRI). The goal of creating a comprehensive MOU is to strengthen intergovernmental and institutional interaction in line with the municipality's strategic objectives.
Shortcomings of the Current Agreement
In a report presented to the council on Tuesday, the municipality indicated that the existing MOU between the eThekwini Local Municipality and MKRI has limited scope and does not adequately meet the needs of other municipal departments.
Key Objectives of the New MOU
According to the municipality's statement, the new MOU should achieve five key goals. These include ensuring equal access to all MKRI services for relevant departments, as well as promoting integrated planning and implementation of research, skills development, and innovation programs. Furthermore, the document aims to enhance efficiency, governance, and accountability when working with external partners, as well as leveraging economies of scale and optimal resource allocation.
Problems with Uncoordinated Interaction
Councilors noted that international and intergovernmental departments will facilitate the implementation and coordination of the MOU, and monitor and report on the results and impact of the partnership to the Committee for Governance and Human Resources. The report highlighted that municipal departments interact with MKRI spontaneously. The municipality identified a risk of fragmented partnerships and duplicated efforts, which hinders the full utilization of MKRI's expertise at an institutional level.
Need for a Unified Structure
The municipality stated that there is no overarching management system for leading and administering this partnership. Meanwhile, the municipality is obliged to promote inclusive economic development, improve skills development, and strengthen institutional capacity to meet current and future socio-economic needs. It was noted that strategic partnerships with authoritative institutions like MKRI are critical for obtaining specialized expertise in applied research, policy development, program design, and impact assessment.
The increase in requests from various municipal units to independently conclude agreements with MKRI indicates both the significance of MKRI's offerings and the imperfection of the existing arrangement. Allowing multiple individual MOUs to emerge will lead to fragmentation, duplication of efforts, and a lack of coordinated institutional oversight. Therefore, a comprehensive MOU at the municipal level will provide a structured and consistent framework.
This approach aligns with the principles of cooperative governance and integrated service delivery, ensuring that the municipality acts in a coordinated and strategic manner when interacting with external parties. Thus, establishing a single comprehensive MOU is necessary to unlock the full potential of the partnership with MKRI and support the broader agenda of municipal development.
