Uzbekistan's service sector accounted for over half of the country's GDP in the first quarter of 2026

In 2025, the social protection system of Uzbekistan registered 4.9 million appeals, exceeding last year's figure of 1.9 million by more than two times. This information was presented at a press conference dedicated to the introduction of the law on strengthening the protection of children and women who have been subjected to violence.

Aid to the Population and Channels of Appeal

During the reporting period, specialists from the 'Inson' social centers and social workers provided support to 1.573 million citizens. On average, about 26.2 thousand people received this assistance daily. Additionally, 1.4 million appeals were received through the call center of the National Agency for Social Protection.

Main Areas of Requests

Citizens most frequently appealed with questions regarding the assignment of various social payments and benefits, as well as obtaining sanatorium vouchers. They also often requested disability certification and re-examination, guardianship and trusteeship registration, and recognition of the need for external care.

Most Demanded Services

The most popular type of service was the assignment of child benefits and the provision of material assistance to low-income families, accounting for 21.9% of all appeals. Another 10.6% of appeals were related to obtaining sanatorium vouchers for the elderly and persons with disabilities, and 9.6% were related to compensating costs for natural gas and electricity.

Financial Support and Statistics

As part of financial support, including allowances, scholarships, and rent payments, 820 thousand citizens received funds totaling 388 billion soms. Budget expenditures on social protection increased by 15% compared to the previous year. Meanwhile, the amount of benefit per child increased by 10%, and other types of benefits increased by 28%.

Registers and Employment

Data on 714 thousand families were entered into the Unified Social Register. These families were distributed as follows: 222 thousand are state-supported, 433 thousand are classified as poor, and 59 thousand are classified as families on the verge of poverty. Furthermore, thanks to employment promotion measures, 951 thousand citizens were able to secure stable jobs and a regular income.

The volume of market services in Uzbekistan in the first five months of 2026 exceeded 533 trillion soums, demonstrating a growth of 16.5% compared to the same period last year.

Structure of the Services Market

According to information from the National Committee on Statistics, the total volume of market services provided from January to May of this year amounted to 533.1 trillion soums. Trade remained the most significant area, providing services worth 141.7 trillion soums.

Main Economic Sectors

The second most significant sector is the accommodation and catering sphere, where the service volume reached 90.7 trillion soums. Transport took third place with a figure of 85.3 trillion soums. This is followed by financial services (84.2 trillion soums), communication and IT services (39 trillion soums), education (18.8 trillion soums), and real estate operations (11.8 trillion soums).

Additional Types of Services

In addition to major sectors, personal services were provided to the population amounting to 9.3 trillion soums, and medical services cost 9.1 trillion soums. Services for repairing computer and household appliances were also recorded (6.5 trillion soums), rental services (6.4 trillion soums), and services in the field of architecture, engineering surveys, technical testing, and analysis (6.1 trillion soums). Other types of services amounted to 24 trillion soums.

The volume of construction work in Uzbekistan for the period from January to May 2026 reached 104,943.7 billion soums at current prices. This figure demonstrates a growth of 14.5% compared to the same period last year. The data was published by the National Statistical Committee of the Republic of Uzbekistan.

Regional Growth Indicators

The highest growth rates among regions were recorded in the Karakalpakstan Republic, where the increase amounted to 151.3%. Significant growth was also noted in Khorezm region (132.4%) and Bukhara region (126.2%).

Work Volume by City

The largest absolute volume of construction work is concentrated in Tashkent, which amounted to 28,025.2 billion soums. It is followed by the Tashkent region with a volume of 10,704.9 billion soums and the Fergana region with a figure of 6,874.8 billion soums.

Structure of Construction Activities

By type of activity, the construction of buildings and structures accounted for the largest share, making up 70.4% of the total volume and showing a growth of 116.9%. Civil object construction provided 20.1% of the total amount, increasing by 14.0%. The share of specialized construction work was 9.5%, while its volume remained almost unchanged compared to the previous year (99.9%).

Enterprise Classification

Small enterprises and microfirms lead the sector, accounting for 48.5% of the total volume of work, corresponding to an amount of 50,847.5 billion soums and a growth of 111.0%. Large construction organizations contributed 26.1% of the total volume (27,399.8 billion soums), showing an increase of 21.5%. The informal sector accounted for 25.4% (26,696.4 billion soums), increasing by 14.6%.

Ownership Share in the Industry

Among large construction organizations, the largest volumes of work were carried out in Tashkent (9.6 trillion soums), Tashkent region (2.9 trillion soums), and Karakalpakstan Republic (1.9 trillion soums). Overall, the construction industry remains predominantly private, as the non-state sector accounts for 97.9% of the total volume, while the state sector provides only 2.1%.
