The legislative body of the Oliy Majlis of Uzbekistan reviewed and adopted the draft law in its first reading. This law aims to improve the legislative framework in the fields of industrial, radiation, and nuclear safety.
Need for strengthened regulation
During the discussion, deputies noted that the development of new industrial sectors and the implementation of high-risk technologies require further improvement of legal norms. Analysis of incidents and accidents that occurred in recent years showed the need to strengthen safety measures, increase the responsibility of organizations operating in these sectors, and develop mechanisms for preventing violations.
Provisions of the new bill
The draft provides for amendments and additions to current legislation to improve the state control system in the field of industrial, radiation, and nuclear safety, the use of atomic energy, and the further development of legal regulation concerning relevant public relations.
Strengthening legal liability
In particular, the bill proposes supplementing the Criminal Code with provisions establishing liability for violating industrial safety requirements if such actions lead to moderate or severe bodily harm, death, or other serious consequences. Concurrently, it is planned to supplement the Code of Administrative Liability with norms defining liability for non-compliance with rules and standards related to the use of atomic energy.
Financial sanctions and status of bodies
The document also clarifies the powers and legal status of state bodies operating in these sectors, which will require amendments to a number of existing laws. Furthermore, the bill introduces a mechanism for applying financial penalties to legal entities for violations related to the use of atomic energy, as well as radiation and nuclear safety. These measures are designed to increase the accountability of economic entities and improve compliance with safety requirements.
